At the moment, when Activity Manager groups are shared on the Parent Portal, the groups are ordered by group name. Groups are listed by category, so the order of the categories will vary from parent to parent depending upon exactly which groups they happen to be looking at.
In the Activities Manager module, categories and group can be explicitly ordered. This ordering is usually meaningful in some way.
The ordering of categories and groups on the Parent Portal should respect the configuration set up in the Activities Manager module, so that groups are listed first by the custom category order and then by the custom group order.
